I think that is a Westley Richards ammo pouch and belt, though. Close enough anyway.

I think it’s a double barreled tits-n-no-bush. Have been wrong before though.

It would be a hell of a job to regulate that gun, the two barrels with bores that look about .600 are way to far apart, mind you the 'headspace' would be about right.
