Appears that way to me after looking more closely. The left hammer is aligned with the pin and the pin appears to come from that side as well. The right hammer is nor or has not been used, it appears.
This picture shows this the best.

the simple single shots made from 19. century military rifles don't find many fans today but this twogunbs are very nice made

The stock extensions? I think I could live with it. Actually I know I could. Imaging having a set of 3 royals and either having them made or shortening the stocks so the misses or kids can have a few shots. Thats balling!

They appear to be the same pieces cut off in the first place.
