US embassy confirm arrest of hunter


Harare - A United States citizen who tried to board a plane in Zimbabwe carrying two pistols and 300 rounds of ammunition was to appear in court the country Tuesday, state media and the US embassy say.

The man, who was not named, was arrested last Friday at the airport at Victoria Falls, the country's top tourist resort, with the weapons in his possession, the Zimbabwean Broadcasting Corporation reported.

A US embassy spokesperson, Mark Weinberg, confirmed the arrest and said the man had been in touch with consular officials.

"My understanding is that he was here on a hunting trip, but I cannot confirm the rounds of ammunition," Weinberg said, refusing to identify to suspect.

He said the court appearance Tuesday was the second for the man, following an initial hearing on Monday.

He added that the suspect was not being detained but could not exit Zimbabwe.

"They have kept his passport so he can't leave the country, but he is in his hotel," Weinberg said. - Sapa-AFP

American hunter fined in Hwange

HWANGE - A Zimbabwean court yesterday fined an American citizen after finding him guilty of attempting to smuggle 300 bullet heads from Victoria Falls to South Africa last Friday.

Leslie Howell, 39 who had been arrested at Victoria Falls International Airport was yesterday fined $10 million (or 45 days in prison) by Hwange resident magistrate Peter Madiba.

Howell, who had travelled to Zimbabwe on a hunting expedition comes from Florida. He was arrested, as he was about to get on a South African Airways flight to Johannesburg.

He first appeared before Madiba on Monday and yesterday on his second appearance pleaded guilty to contravening a section of the Customs and Excise Act (failing to declare the bullet heads).
The bullet heads were forfeited to the state.

Appearing for the State, Tapiwa Phatisayi said Howell was arrested last Friday at the Victoria Falls International Airport by police after a tip off that he was in possession of 300 bullet heads, which he had not declared.

The hunter arrived at the Harare International Airport on 21 September and declared the other arms and ammunition he had.
The bullet heads had the following tittles 308 diameter, 100x30 calibre, 100x375 calibre, 375 diameter and 100x207 calibre and 277 diameter.

However, the prosecutor said, he did not declare the 300 bullet heads.

After his arrival in Harare he proceeded to Buffalo Range in Chiredzi for his hunting excursion which ended on 3 October.

He then travelled to the scenic Victoria Falls for a few days and was arrested.

He was represented by Tonderai Mukuku.

There's quite a difference between 300 inert lumps of lead/copper, and 300 rounds of live ammo.

It's odd that the police were tipped about him "smuggling" the ammo (or bullets as the case may be) out of the country. He must have really pissed someone off.

Perhaps his real crime was being able to pay a $10 million fine?

At today's official exchange rate, the fine equates to $333.34 U.S.

It is a target against nationality.
Mike thanks for the official rate. I just spoke to one of my friends in Bulawayo and he gave me the street rate.

Effectively the fine was US$5-714

They exchange on street now for Z$1750000:US$1-00

Just an FYI heads up...

Several countries DO NOT allow you to bring amo. They let you bring guns but not amo.

They are not very picky about what amo you bring there, BUT they really check you leaving.

and since you are not allow to bring amo out, best off leaving what you don't use behind.

AND the rules can change daily.

Erik, you are right.

A "bullet head" or "head" in RSA and I presume Zims is what we in America would call a bullet, or a component bullet. It is not loaded ammo. And the description in Nitro's post seems to indicate that as well. But who knows, this info comes from a media reporter.

Having said that, the guy that got caught seems like a dim bulb. Getting on board a plane with two pistols? Why, the fellow is even stupider than Teddy Kennedy's bodyguard...

I am also curious about this one.

Having said that, those of you who have spent your time kicking around in very civilized portions of the continent {particularly in some southern African countries like RSA, Bots, Nam, and Zims...we'll see where that last one goes...} should remember that anything can and sometimes does happen in many parts of Africa, and fast, too and without warning and without concern for your blue passport or the friends you think you have at the Consulate. Rules in some places do change daily and "law" if it can be called that either doesn't exist at all or is made up in the private fiefdom of whoever has the most guns and ammo in the immediate area. This of course is what many are concerned about vis a vis Zimbabwe, or the possibility of occuring in Zims. I have been on the short end of the stick several times in "deepest darkest" and hope and pray the past and present of central Africa is not the future of southern Africa.

Many things happening in Zimbabwe smell like burnt cassava to me so I read with interest the unfolding of the saga there...

I have traveled into South Africa and Zim [and back] 3 times.

My ammo was never looked at or checked.

My bags were never looked at by customs, except upon returning to the US.

Most countries only allow you to bring in loaded ammo for the guns you have with you.

Some countries have a certain number of rounds, per calibre, allowed in.

My last trip in Zim--I was checked and they found a spent .416 brass in my luggage that was not in with the rest of the ammo-- I was escorted down stairs with 2 ARMED guards--found my checked luggage and had to put the case back in with the other ammo...

In addition when I got out of camp after 3 weeks all hell had broken loose and they were burning several of the locals business huts they had set up along roadways as apparently they had NOT voted for Mugabee---

So things can get hairy--just have to be aware of what's going on..if possible

You read my post above wrong ... I wrote above "They do NOT let you bring amo in"

Actually most places have rules, like you can only bring in or out 20 rounds of amo.

Generally if you're hooked up well with a good outfit, they already have a special guard to wave you through, everything is expedited and the fees (wink) have all been pre-paid.
They don't tell you this, it's just done.

I have never heard of someone with a problem coming in with too much, but leaving "at the airport" most countries check for amo.

On my next trip to Zim I was told 11lbs of ammo was the max...which is what I had also taken previously

That's FAA limit {5kgs}. Could be their import limit also.
