Yes- 19" would be just fine. I still have about 2,000rounds of brass for the M1 Carbine - once fired. At one time, I pondered making up a .22 or .17PeeWee on a Carbine action.

Chiappa has a 9mm M1 Carbine follow the link for the 3 barrel shotgun and look for M1-22 and at the bottom of the page they have a wood and synthetic stocked version.

or - 22 PeeWee or .17 PeeWee.

If there is no gas feed system to operate the bolt, it becomes a simple straight pull bolt action'd rifle.
Event an 18" bl. or any length bl. even 12"- IMPORTANT as long as the magazine is in front of the trigger guard and being 26" in length overall - it must have been manufactured that way & it would be legal here (Canada) as a non-registered long arm- useable for hunting or simply shooting if done legally.
A converted arm other than semi-auto, cannot have a barrel, if Bolt action or single shot, less than 18", or if semi auto loading, less than 18 1/2".

Them's the rules.

I have a few pics of them in use in the early days sambar hunting over hounds.they were often used religiously as a means of sheer firepower to roll fleeing deer.

Mr Howard got rid of all of our so called 'dangerous' weapons in 96, I had a Winchester!
Was a bloody grubby old piece when I first got it but it cleaned up beautifully & shot well enough to easily bowl a few of our giant grasshoppers over!
Never got it destroyed, I handed it into the local military museum up here - you can't put a price on history!
Absolutely lovely little piece that one of yours Will_F I hope you still have it & no we'll definitely never see that type of bargain again in our lifetime!
To me these old warriors have far more character than the new ones of today - just because they're old doesn't mean they're no good, like a good wine, they get better with age!

I converted one to 9mm win mag a few years ago. The magazine is always the issue but the basic change was easy. Out of the carbine it was about the same as a .357 and easier to deal with without the rim.
