Windup Full Auto Muzzleloader from 1855

Would be interesting if someone were to build a Mershon and Hollingsworth rifle these days. Being a muzzleloader and using clockwork to go full auto, I'm guessing it would be fully legal and without the need for a form 4473 transfer from a dealer in the US?
