.450 no 2 NE barrels/reamer from America to South Africa

Good day members
I need advice please. I will be purchasing a set of double rifle barrels and a reamer , .450 no 2 NE caliber next year. My brother in law from Wisconsin is visiting as well and I want him to bring these items with to South Africa. Can he bring it as additional luggage? Will it be a problem at customs? What is the correct procedures?
I really would appreciate your advice.

The reamer probably won't be a problem. The rifle barrels will probably need an export permit from the states. this might help https://help.cbp.gov/app/answers/detail/a_id/388/~/permanently-exporting-a-firearm,-gun,-handgun,-rifle,-shotgun,-pistol,-etc.

Would an unchambered barrel count as it is not finished or usable as it is?

He needs an export permit for the barrels.

Thank you Double D , I did get all the required export permits, from the USA Customs and Border Control Protection Center. I also downloaded the required import forms from the SAP web page. When the barrels arrive in my country I will give some feedback regarding the procedures.
