This gun probably was made well before WW I, for black powder cartridges.
I have never heard of such a metric cartridge of German or Austrian origin.
This does not mean it did not exist - but then old cartridges will be extremely rare.
But those dimensions might be the metric designation of a British cartridge, .400 caliber and 2 3/4 case length.
