Yes it would and the flash hole needs to be larger. But - if you are still using 4198, that will also delay or prevent ignition with a percussion cap. If that nipple is a 1/4X28 thread, you could easily make a primer firing device using either large rifle/pistil or small rifle/pistol primers.
I made one back i n the late 70's as I couldn't get percussion caps in Smithers, B.C. This like shows a picture. They were noted in "The Muzzleloading Cap Lock Rifle" by Ned Roberts. Much hotter and longer duration flash.
