I don't think so. I have done it before fairly recently(shipped a pre-1898 Boer War Mauser to the USA) through regular mail and had no problems. There is some protocol to follow...a note and a few photocopies to US customs officials both inside and outside parcel etc...but it was relatively easy.

Also...In Canada you can ship guns to private individuals, just so long as they have a PAL (Possession and Acquisition License...relatively easy to obtain). It doesn't have to go through dealers like in the States.
