BRASS BREECH single shot rifle..who made it ????

i have a brass breech single shot 44 cal rifle. No markings but 2800, and someone thought the last "00" means prototype????

It has a octagon barrel, with a Ballard rear site.

Single shot, rim-fire with a ejector. The breech is solid Brass, except where the falling block locks into the lower tang. The lower tang is steel laminated with brass.

The lever and the rear site are definitely Ballard style. The NRA Museum states that it was not unusual for Ballard not to put any markings on some guns.

On another forum a person thinks it is 1 of 50 made...???? I do not know
