Hi Dandy, these old Suhl made hammer drillings most often open via the under- or sidelever, just a matter how the lever is shaped. The "top-lever" is indeed the barrel selector, pushing it to the side puts a transfer bar between the right hammer and the firing pin of the rifle barrel so the front trigger fires the rifle instead of the right shotgun
