If you're willing to go way out of state, Idaho and Maine seem to have the biggest Blacks in the lower 48. Griz and Brown hunts are very, very expensive with no guarantees you'll see anything shootable especially in Alaska. Griz hunts seem to be much cheaper in Canada with shootable ones when you glass for them. An African hunt is cheaper than an Alaskan Brown hunt so that gives you a general idea of the Pesos you need to come up with.
