Can I ask if a foreignor MUST use an outfitter in the USA or Canada to hunt elk/wapiti?

Norway_woods mentions obtaining a tag, and I presume might like to arrange a hunt himself?

But I understand legally anyway, a foreignor must use an outfitter - is this the case?

I do know of people who have done it slightly differently eg for moose, but won't talk about that on here on a public thread. Still done with tags etc and not poaching, but no outfitter. May not have been 100% per the law however.
