Non residents can hunt Brown Bear now without a guide. If you are a member of the Board of Directors of an Alakan based Company you can buy fishing and hunting licenses as a resident and hunt as a resident.
The trick is it has to be a legitimate company which employs Alaskans and be incorperated in Alaska. These licenses are audited by the State.
