I think most countries here don't allow private fireworks on New Year's Eve, but we still do. However, the new Europeans are turning our big cities into war zones, and the Greens are working hard to ban fireworks. The whole thing took a completely new turn when, about 10 - 15 years ago, firework batteries were suddenly allowed. Only then could private individuals recreate real professional fireworks.

If someone take the money and find one of those companies in China... I think it wouldn't be a problem for them to produce a batch of paper shells in 4 ga and 8 ga.
