That is correct. I have never needed the third lug of the 98 and doubt anyone else here has either. It is usually up to .050" short of engaging when the action is locked up, so if the main lugs 'went' it is quite doubtful the little third one would stop the bolt.

Best not to "test" that.

There are cock on opening kits for the 96 if that is important to you, along with side or bolt safeties, seems to me.
