Re: HVA 1600

Given a choice between an Oberndorf 96 and an HVA 1600 (which I believe to be a modded 96), firing hot prairie 6.5x55 loads, which would be preferred?

The Oberndorf will indeed be a 98. Husqvarna also used model 98's in the 20's and 30's for sure, along with model 96's and model 94's.
The later 1600, may indeed be an FN action though.

The CIP listing for 6.5x55 is 55,000psi. It is only loaded to really low pressures by the American and Canadian ammo makers.

Even a good condition model 96 will handle 120's at just over 3,000fps. Is that hot enough?

The model 98's, of course will routinely handle & are chambered for rounds loaded to SAAMI and CIP specs running as high as 65,000psi.
