Such cutting and welding can and has been done, even to the end that two actions resulted, a long and a short one. But the elongated action will not be identical to a true Magnum action from the Mauser, Oberndorf factory. As you cannot move the recoil lug and the screw hole under the receiver ring rearwards, you will also have to fabricate longer bottom metal too to match the new, longer screw hole spacing. BTW the rare made in France Brevex Magnum "Mauser" actions of the post-WW2 years were of such a design, new made but with a longer screw spacing. As no pre-shaped stock will fit such an action with non-standard screw spacing, hand stocking is the only option.
