Weaver used to have swing away mounts, solid rail and separate front and back mounts as well. I think the rear one did clear the stripper-clip grooves. The 'flip-up' Weavers are a top mount for the normal screws. If not drilled and tapped, that would have to be done.
As to accuracy loss in flipping the scope back and forth, I've not tested that myself. I have been told any accuracy loss is minimal and not noticed on game at normal ranges, certainly not within the ranges an 8x57 would be used.
