Early Type B (Type C?) in 6.5 mm

Here is an early Type B or possibly Type C in 6.5mm. Serial number is 2951 and the receiver ring is marked "Waffenfabrik Mauser Oberndorf A/N 1901". The left receiver wall is not marked in any way and there are no caliber markings on the exterior of the gun. Under the barrel it is marked only "6,5". I haven't done a chamber cast, so I don't know which 6.5 mm cartridge it is chambered for. The bolt has the long narrow gas ports like a Kurz action, but I don't know if it is a Kurz action. The sight ramp is marked 1 through 10 rather than 100 through 1000. The buttplate is marked with the early logo, but in a smaller version than I have ever seen. There is no cheekpiece, suggesting it might be a Type C, but I have seen no mention of Type C's in 6.5 mm.

Anyone have any idea what this rifle might be?
