Safety is certainly no problem at all, because the bolt head and receiver front ring are untouched if welding is properly done and the hardness of the bearing parts unaltered.

How is it done ?

There is a good procedure shown in Kuhnhausen :" The Mauser Bolt actions " p.199

If it makes sense ? I donīt know . If properly done it is a lot of work.

In tha case shown here the bolt body looks very rough (Maybe a consequence of improper welding technic) and the solution for the extractor looks somewhat primitive.

For hunting purposes the 8x33 cartridge is nearly useless

For plinking it is good enough.
