Why not start with an 1909 Argentine?
If you are simply after an action, guns with crummy wood can be found for under $400.
I know of a couple here just west of Denver. PM if you want info.
They are fit with a hinged floorplate (with release in the trigger guard) as standard and the overall metal finish is about as good as you can find in a military Mauser.
