I have a modest collection of BRNOs. I have never examined a Model 21 made as early as 1945. I am friends with the gentleman that edits the BRNO section of the BLUE BOOK OF GUN VALUES - note that it shows the lowest observed serial number at 14,410. Since that issue was published, not less than two lower numbers have been found and confirmed. I would like to see a picture of your number an proof year if you do not mind.
