A slight variation on that speculation:
Suppose the 'strip' is, indeed, a steel spacer (or saddle) soldered to the barrel on which to mount a front scope mounting ring of larger radius than the barrel diameter and that the scope mount was made of aluminum.
That theory could explain the holes as an effort to give purchase to an epoxy joint between aluminum scope ring and steel 'saddle' which eventually failed?
