Casper, I have been racking my brain trying to think what the previous owner intended or indeed did do with that perforated strip. Considering they went to the effort although half arsed of attaching it they certainly didn't spend much time making it with holes drilled randomly under a bench drill. None of the holes seem to be tapped either so attaching something to it seems unlikely. Beats me.
