It's interesting we both have this same problem on the M1903. Apart from exactly where the cartridge jams against the edge of the RH lower feed ramp, it's certainly not obvious what the actual cause of the problem is.
One thing for sure, I absolutely cannot see that the action/receiver has been 'messed about with' & I cannot know if the mag. is original or a replacement. I do know it is the 'correct' 6.5x54 rotary mag.
