The "added" charger is indeed odd. Looks like a rifle that was mentioned on another forum some years back, had a charger "re-installed" after being removed.

The purchasers intent, in talking with I believe, is to get into a Lee afffordably and learn about them, then progress into a named better maker (more expensive) version. Of which I agree wholeheartedly.
