Yes- that's correct. 4" would make it an easily concealable, cheap, "Saturday Night Special" (like my 4" M29) prohibited from entry into Canada, killing & suicide gun. 4 1/4" just makes it a normal, every-day, restricted handgun just like an 8 3/8" or 10" bl. handgun.
