From the dim and distant past when the British were allowed such things I remember someone having a similar problem. Have you slugged the bore? I seem to recall that my pal slugged his and it came out at .358". Like you, he shot jacketed bullets with aplomb but lead bullets sized to .355" went all over the place. He cured it by buying a new bullet sizing die in .358".
