Howdahs are named after the harness/platform an elephant wears which the hunters sat it, and the pistols are usually twin barrelled short guns like the one in the picture. If its age is "new" enough to fit in the "European era" of India I guess it could be called one, irrespective of whether it ever saw an elephant or not.
