There is a progression in training a pointing dog. Your dog has a high prey drive and sounds strong willed. I would go back and reinforce basic obedience,come whoa,... then move forward with holding point, steady to wing and steady to shot. Make him earn everything, treats, food, etc. Can you get pen raised birds for training? Has your dog been on wild birds and will he point them? Definitely need a check cord but I wouldn't use a shock collar till the dog knows what you want from each command.
