Has/does happen a bit in Aust but not dynamite other explosives. It is referred to as Expanding Bait.

Happens a lot in the Solomon Islands. They cut open old WW2 UXB or Artillery's shells, fill drink bottles with it, add wick, light throw and wait. Some work some don't. They wreck reefs and fish habitat doing this. Worst is when it is a white phosphorus shell/bomb. Those doing the cutting to get into the case and their mates with them end up dead or in hospital with serious burns.
