Numerous Leonards recorded in Birmingham gunmaking district in late 19th early 20th century by Nigel Brown in British Gunmakers vol 2. I reckon they would be a much more likely bet for making Jeffery guns/rifles than a Belgian supplier - Belgian guns had a very poor reputation in UK then and any Belgian proof marks would have given the game away.
