So very probably this is Dacron or similar material, a man-made fiber (PET, polyethylene terephtahalate). I believe this is what is used today for such applications.
Kapok is a natural fiber (see http://en.wikipedia.org/wiki/Kapok), seems to have been used in older days).
I think anything used as a component for reloading should be properly identified.
