Could a .375 2-1/2 be (safely) rechambered for the flanged version of the 375 H&H?

A number of unscrupolous dealers in the US have done this and I would NOT recommend it.

As a smaller 375 cal, it's not a bad "light double"
but people like to make it into what it isn't.
