I would first try the exact same powder charge that regulates with the heavier Woodleigh's.

Then if necessary adjust up or down to bring the regulation together.

This has worked for me in my 450 No2 and my 450/400 and in a couple of other doubles I know of. I call this my 75% Rule, as I use bullets approx 75% as heavy as the regular bullet.
