The fact that the rear trigger on your Jeffery double feels "much heavier" than the front trigger suggests that there is some mechanical problem.
If the front trigger pull is ok and the rear is way heavier, there is something wrong.
It would be worth your while to check the release weight of both triggers.
Super heavy pulls are sometimes caused by someone altering the sear engagement geometry when they stone the sears.

There could be some shooter error as well, and if you can remember your finger slapping the rear trigger during recoil from the first barrel, yes, that is definately part or all of the problem regarding the doubling.
