I agree with what what Huvius/Curl/LRF etc are saying:
The under-lever is clearly a later addition as the underside of the bar is not shaped to accommodate it.
Who knows why, given that the under-lever is an earlier form of opener, added to a later-opening action.
Makes no sense whatsoever.
