Kahles produce a 1.1-4x24 this is available in standard and illuminated reticle options. NB. it has a 30mm tube scope.

I'm not sure a true 1.00 - 4 variable is optically possible I think the variables operate by multiplying the base magnification, I am happy to be corrected on this as a 1.00 to 4 (even 3) would suit me fine.

Another option to consider is a "Holosight" (not to be confused with dot points), offerings from Bushnell, Eotech and, I think, Doctor (not sure on that one). These are far from perfect (the controls especially), but, the sight itself has genuine merit.
