Very convoluted reasons for some our firearms Laws & Regs.
The .50 cal thing is (I believe) why the modern .50 Cal handguns & cartridges were/are designed as a true .500" diameter bullet versus the common .510" found in rifle calibers.
As to outsized rifle and gun bore size? As far as I know it is defined as "particularly suitable for sporting purposes"; which determination is up to the Bureau of ATF&E. To wit; the .700 H&H is acceptable because it is a hunting caliber.
I know there are people here that make, own, & shoot 20mm though I don't know if those are a special permit/licence Class III type of deal.
