It seems as if a number of rifles burst their barrels at the same place it would be something other than poor steel. Poor stell would tend to burst a various weak spots, not at the same one.

It sounds like excess pressure downstream.

As an aside I would never use someone's reloads, particularly if I didn't know their attention to detail.
