On the side of the barrel of my 45.70 it says:
"Warning Maximum Operating Pressure 2200 BAR Or 31900 HST"
IIRC, 2200 Bar is 31,908 PSI (1 Bar is 14.5038 PSI)
What is HST?
28,000 PSI would equal 1,930 Bar so it seems to me that you would be safe loading the 45.70 to 32,000 PSI and the 30.06 to even higher levels, since the thrust on the breech would be even less with the smaller rimmed cartridge.
