I recall reading a few articles a few of years ago when the debate was going on here in the US on whether or not to list them as threatened. My recollection is that Canadian bear counts indicated a booming population. It's possible that you are just seeing them push south for that reason. Regardless, stay safe, I wouldn't want to run into one of those things.
