Sounds like an ammunition problem to me.

Pop a squib into the throat of your bolt rifle and your're screwed.
At least with a double rifle you have a chance with a second rifle, one that's already in your hands!

Nice that someone was there to save the guy, but if those were hang-fires, chances are they'd perform the same in a bolt rifle just the same.
