I'd try as Dutch did and keep experimenting with your fine rifle. 44gr. 4198 sounds much better to me, however the 34gr. should work on black bears OK.

I'd think your velcoity should be in the 1,300fps to 1,450fps range, not higher than that.

I don't have COTW handy so don't know what the factory speeds were for that round, but that's what I'd strive for.

I would think 44gr. should move that light 250gr. out somewhere in the 1,700 to 1,750fps range.
