The Russians did make double rifles in 9x54 R Medved and possibly still do. It would not be difficult for them to barrel these actions for 7.62x54R as the Medved is based on the same case anyway. For all I know, they may have made 7.62x54R double rifles already . . .

And, when the Russians do decide to build high grade guns, they can make some of the best. Perhaps, their style of embellishment may not appeal to most of us as they do like to overdo their guns somewhat, but check this website out. The KBP Bureau makes some fantastic rifles and shotguns and some of the arsenals make them for senior military officers too. I have seen SxS shotguns with hinged front triggers and all the bells and whistles that were superbly made.

And, Christian Ducros, one of France's top custom gunmakers (the French call him "Le Magicien des Armes") makes a lot of guns on Baikal actions that he refines in his shop.
