Why not a double rifle in 7.62x54R?

Why not a double rifle in 7.62x54R? It's performance is close to the 30-06, can fire a broad range of .308 bullets, brass and loaded ammo are common, and its case is rimmed. Is 45,000 c.u.p. pressure too much for most double rifles? The 303 British is loaded to 42,000 c.u.p.

Is there a bias against this cartridge for being associated to the slight crudeness if the Mosin-Nagant rifle? I was just wondering.
