As an ignoramus, burn marks from an overload seems most likely. It was not done by a tool as it goes right through the lock screw - unless the smith didn't even see that. The mark leading down to the watertable does now look like a weld, on my large LCD screen, but gas flow from above. If it were a welded crack, surely it would run out to the side below the standing breech.
