just a thought. Years ago I ordered maybe half a dozen 12ga fully rifled blanks from Hastings and imported them to Finland. It appeared then that those tubes were actually made by the company Verney-Carron in France. I don't know if they still make those, but it might be worthwhile to contact this french firm. Especially, if they are able to export goods to your country.
