Tom Ondrus was getting his stuff out of the Italian trade, where exactly I am not sure. Things have really changed since Tom had his catalog out. The Italian trade has been hit very hard by the economic changes since 2009. Many small makers folded and parts are much harder to come by than in the past. I know of some gunmakers in the UK who can supply an action but cost is VERY high, the last quote I received was for a barreled action, H&H design and it was in excess of 15K GBP. Such is the state of the modern custom gun trade. Demand is not high enough to keep suppliers in business and offer parts, actions etc at affordable prices. You might consider polishing the engraving off an existing gun....I do that regularly on restorations.
